The public portal allows the general public, such as contractors, home builders, and the general community to apply for and pay for permit fees online via a web browser. This is via a secured account.

The following recommended browsers should allow for the most optimal experience:  Internet Explorer 9 and higher.

SIGN UP - CREATE AN ACCOUNT - First Time Users Only

  • Click Sign Up in the upper right corner of the Main Page
  • OR Click Sign Up on the Permitting Main Page  
  • Step 1 (Account)
    • Email Address - enter a valid email address
    • Password - must be a minimum of 8 characters
    • Confirm Password - re-enter the password
    • Access Code - this step can be skipped or entered if the user knows the code
      • Your Portal Access Code is: ___________________ (If you need a code call 815.774.3321)
      • Next          
  • Step 2 (Contact)
    • Fill in all blanks
    • Next          
  • Step 3 (Review)
    • Edit the account or contact information
    • Click the “I agree to Terms & Conditions” checkbox
    • Click Create my Account
    • A verification email will be sent to the email address used during account setup
    • Once verified, you can login in to the portal to view private information         

​Subsequent Log In

  • Click Log In in the upper right corner of the Main Page
  • Enter Email Address
  • Enter Password          

Apply for a Permit           

  • Once you logon to portal, click on Applications “Go” button
  • Click on Apply for Permit “Apply” button
  • Step 1 (Type)
    • Select a Category from the drop down box
    • Select an Application from the drop down box
    • Click Next
  • Step 2 (Work Description)
    • Describe work
    • Click Next
  • Step 3 (Location)
  • Type site address with no periods. Example: Instead of typing 302 N. Chicago St., type 302 N Chicago.  You MUST pick an address from the list.
  • OR If you know the parcel, click the ‘enter a parcel’ link
    • Type in Parcel number
    • The parcel field auto-populates as you type
  • Click Next
  • Step 4 (Contractor) – If Contractor is known, contractor must be entered
    • Enter the Contractor Name or License #
    • Click Next
  • Step 5 (Details)
    • Under the Valuation, select Cost of Construction
    • Under Quantity, add $ amount
    • You MUST Click Add – Cost of Construction will appear below entry fields
    • Click Next​
  • Step 6 (Review)
    • Edit Permit Information if needed
    • Click Submit my Application
    • A confirmation email will be sent to user

To upload document to portal

  • Once you logon to portal, click on Applications “Go” button
  • Click My applications View button
  • To view specific permit, click on permit number - Permit numbers are in blue in first column of list
  • On permit screen, scroll down to Submittals 
  • Click on blue highlighted wording ending in Files at the end of each required submittal line. Example: 1 Files
  •  If you have not submitted the document, you will see an Upload button at the bottom of the screen.  Click on this Upload button
  • Click Browse button, and find and select your document, and click Open
  • Click Upload
  • Once a document is accepted by Land Use, you cannot delete it.  Until then, you can delete it by clicking the Delete button next to the upload
  • Click Return to Permit Detail to go back to the main screen of the permit

​​Pay Online  

  • Once you logon to portal, click on Applications “Go” button
  • Click the Green Pay button
  • Click Add button next to permits you wish to pay
  • Proceed to Checkout
  • Click Edit Invoice to make changes
  • Click Proceed to Payment

Request an Inspection - My Inspections – Only available after the permit is ISSUED

  • Once you logon to portal, click on Applications “Go” button
  • From the Main Page of Permitting
    • Click the Request button under My Inspections
    • Select the Permit Number from the drop down list
    • Select  an Inspection Type from the list
    • Click the Calendar to view availability
    • Enter the Requested For Time (optional)
    • Enter Comments (optional)
    • Click Request Inspection
    • A confirmation email will be sent to user

Checking Status of Permit

  • Once you logon to portal, click on Applications “Go” button
  • Click My applications View button
  • To view specific permit, click on permit number - Permit numbers are in blue in first column of list
  • To go back to main screen, click Will County Land Use Department Public Portal at top of screen

Printing permits

  • Go to http://www.willcountylanduse.com/portal
  • Page down to Other Services
  • Click Reports button
  • Click Generic Permit Report
  • At permit number, type permit number
  • Click Run Report button
  • Click Print button at top right of screen
  • Click Print
  • Close Run Report window by clicking on X
