Grant Administration
Will County, Illinois receives annual funds from the United States Department of Housing and Urban Development through the Community Development Block Grant Program (CDBG), Home Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG).
The CDBG funds are utilized for infrastructure improvements and to assist community development agencies. HOME provides formula grants to States and localities that communities use often in partnership with local nonprofit groups to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or home ownership or provide direct rental assistance to low-income people. ESG funds can be used to provide a wide range of services and supports under the five program components: Street Outreach, Emergency Shelter, Rapid Re-housing, Homelessness Prevention and Homeless Management Information Systems (HMIS). CDBG, HOME and ESG receive oversight from an Advisory Board.

Resident Survey
Will County is seeking input from community residents on affordable housing and community development needs of communities within the County. The responses will guide the development of the County Consolidated Plan for 2025-2029, as required by the U.S. Department of Housing and Urban Development (HUD) for the expenditure of federal Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME) and Emergency Solutions Grant (ESG) funding.
