CDBG/HOME Application Cycle
The Will County Community Development grant cycle is October 1st to September 30th. When grant funds are awarded to the County for CDBG, HOME and ESG, opportunities are made available for competition through Euna grants management software. Below is a general outline for the grant cycle.

NOTICE OF PUBLIC HEARING FOR THE PROGRAM YEAR 2026 ANNUAL ACTION PLAN AND COMMENT PERIOD FOR THE PROPOSED 2026 ANNUAL ACTION PLAN

The purpose of the public hearing is to entertain comments and funding considerations for applications received for the County's use of Community Development Block Grant (CDBG), and HOME Investment Partnership Program (HOME) funds and Emergency Solutions Grant funds for Program Year 2026.
The Program Year 2026 Annual Action Plan allocations are as follows: $2,182,047.00 for Community Development Block Grant (CDBG) funds which include a $391,424.00 allocation for the Village of Bolingbrook; and $1,181,448.51 for HOME Investment Partnerships (HOME) CONSORTIUM funds; and $151,163.00 for Emergency Solutions Grant (ESG) funds. The Program Year 2026 Annual Action Plan will be submitted to the Department of Housing and Urban Development (HUD) on or before August 15, 2026.
In order to obtain the views of residents, public agencies, and other interested parties, the Draft Program Year 2026 Annual Action Plan will be available for examination during normal business hours of operation for a period of thirty (30) days from May 15, 2026 through June 16, 2026, at the following location:
