ReShawn Howard Confirmed as Will County Budget and Finance Director

Will oversee the County’s budget and finance planning and implementation

County Executive Jennifer Bertino-Tarrant has appointed ReShawn Howard as Director of the Will County Budget and Finance Department. She brings over 30 years of experience in government finance, corporate, consulting, and accounting to the role, including 12 years as Will County Budget Director.

“ReShawn has served as a key leader over the last decade, ensuring fiscal stewardship and stable budgeting from all county offices,” said Will County Executive Jennifer Bertino-Tarrant. “This experience will serve her well as we continue to responsibly plan for the future.”

Howard has served as the Budget Director since 2014, where she has overseen forward-looking financial forecasting, annual budgeting, and long-term capital planning efforts for all county offices. During her tenure, she has modernized Will County’s budgeting process and implemented efforts to increase transparency, earning the county a Distinguished Budget Presentation Award for its budget quality and transparency from the Government Finance Officers Association.

As Director, she will lead a newly unified Budget and Finance Department, merging financial planning and day-to-day operations functions.

“I’m grateful for the opportunity to serve in this new role,” said Director Howard. “My mission is to continue to build on the strong foundation already in place. I believe that a strong budget and finance department is not just about numbers, it’s about trust, clarity, and stewardship.”

Howard earned a Master of Business Administration degree from the University of St. Francis a Bachelor of Business Administration degree from Robert Morris College.
