Reimbursement Period

The Coronavirus Relief Funds may only be used for costs incurred by local governments within Will County in response to the COVID-19 public health emergency during the period of March 1, 2020 thru December 30, 2020. The US Treasury’s Guidance provides an end date of December 30, 2020. This is the end date in which the County must have reimbursed all “recipients of the funds” (grantees) their costs incurred in response to the COVID-19 emergency.


Eligibility Criteria

Local government entities within Will County, Illinois are eligible to receive funding through this program.

All entities must have a W-9 on file with the Will County Department of Finance to receive payment. A completed W-9 is required as part of the reimbursement application.  


Intended Use

CARES Act Coronavirus Relief Funds (CRF) may only be used to cover expenses that:

  1. Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); and
  1. Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of the enactment of the CARES Act) for the state or local government; and
  1. Were incurred during the period that begins on March 1, 2020 and ends on December 30, 2020.  All expenditures must be incurred, and all services must be received within this period

Funds may NOT be used to fill shortfalls in government revenue to cover expenditures that would not otherwise qualify under the statute. Although a broad range of uses is allowed, revenue replacement is not a permissible use of Fund payments at this time.
The use of these funds are very broad and flexible, and can be used for both operating and capital expenditures.


Reimbursement Process and Timeline

Reimbursement applications will be reviewed by Will County based on the order received.

The County will review each funding application for consistency to ensure that it meets the CRF eligibility criteria set forth in the US Department of Treasury Guidelines. If the application is complete and requested expenditures meet the CRF eligibility requirements, the County may approve the funding request. Applications that are incomplete will be returned and will not be processed until a complete application is submitted.

The County seeks to approve reimbursement applications within 10 business days of receipt. The timing of the receipt of funds will vary slightly depending on whether the payment is made electronically or sent via mail.

Will County or its designee will contact those with submitted applications that are incomplete or appear to include ineligible expenses.  The County will accept re-submitted applications that address past concerns and issues.

Consolidation of expenditures into a single application is strongly encouraged for administrative efficiency but a local government may submit as many funding request applications as needed up to its allocation.
