Will County Land Use Department

Personnel of the Will County Land Use Department are charged by the County Executive and the County Board to serve as the citizens' land use stewards, providing guidance and assistance for the lifecycle development of the built and natural environments within unincorporated and, in some instances, incorporated portions of the County. The individual and collective efforts of Land Use team members accomplish this charge through efficient and effective planning, regulatory and procedural systems that are applied in a transparent, consistent, equitable and courteous manner.

The department consists of four divisions: Administration and Enforcement, Community Development, Development Services, Resource Recovery & Energy (RR&E)

 FOR THE PROGRAM YEAR 2023 ANNUAL ACTION PLAN      

FOR THE PERIOD BEGINNING OCTOBER 1, 2023

THROUGH SEPTEMBER 30, 2024 AND COMMENT PERIOD FOR THE PROPOSED 2023 ACTION PLAN

 FOR WILL COUNTY, ILLINOIS

 

MEETING DATE: June 1, 2023

The purpose of the public hearing is to entertain comments and funding considerations for applications received for the County’s Program Year 2023 Annual Action Plan for the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds.

 

The PY2023 Action Plan includes the amount of $2,082,346 for Community Development Block Grant funds and $1,401,561 for HOME Investment Partnerships (HOME) CONSORTIUM funds.  The PY2023 Annual Action Plan will be submitted to HUD on or before August 15, 2023. 

 

If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, including a Spanish interpreter, please email lugrants@willcountylanduse.com or call 815-774-3364 to request those arrangements.

 

In order to obtain the views of residents, public agencies, and other interested parties, the PY2023 Annual Action Plan will be available for examination during normal business hours of operation for a period of thirty (30) days from June 2, 2023 through July 2, 2023, at the following location:

Written comments concerning the PY2023 Annual Action Plan may be submitted to lugrants@willcountylanduse.com or mailed to the above address; ATTN: Grants.

 

The PY2023 Action Plan will be submitted to the Will County Board at its regularly scheduled board meeting July 20, 2023, at which time these documents will be presented to the Will County Board for approval.

 

If the County or the City of Joliet would undertake an activity that would result in the displacement of families or individuals, then the County/City would utilize their existing anti displacement policy, and settle agreements, for minimizing such displacement. Furthermore, the County is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of the use of CDBG or HOME Funds.
